None of these solutions worked for me at first (XPPSP2 and SP3, IE6 and/or IE7) either alone or all together. I found the first solution worked fine on a machine that had just been upgraded to SP3 – the REG_DWORD entry under NewStartPanel was present and its data value just needed changing to 0.
