i followed all the directions but i still dont have special permission and i tried saving imageres.dll as image.res.dll and it still says do not have permission contact admin

I followed all the directions to allow my username, and administration and everything else to have full control, but when I check the full control box, it will go over a bunch of windows files and say access is denied, but the box still remains check. I really don’t know what is happening, so if someone can address my issue or knows anything, that would be wonderful!
