How am I supposed to install this thing (to fix the problem on not being able to install anything) to fix my problem of not being able to install anything?

I cant install this to fix my installation problem because I cannot install anything!

Trying to install this I get the same error I'm trying to fix by installing this and I am unable to install.  Only a solution that does not use windows installer will work for all I can see because I was able to install some 3rd party programs with their own installation software.</description>
